Dr. Fu-Kuo Liu is Adjunct Research Fellow at the Institute of International Relations (IIR), National Chengchi University and Professor at the International Doctorate Program in the Asia Pacific Studies (IDAS), College of Social Science, National Chengchi University. He is also Director of the Taiwan Center for Security Studies. He is the Founding Chair of the Association of Asia Pacific Policy Research in Taiwan. 
 
Dr. Liu was Dean of International College of Innovation, National Chengchi  
University; Chairman, Research Division of American and European Studies, IIR; Chairman, the Research and Planning Committee at the Ministry of Foreign Affairs, Taiwan.   
 
His contribution to research and policy covers Asia Pacific security, geopolitical shift in Asia, national security and the South China Sea, peace process across the Taiwan Strait, Asian maritime security, Taiwan foreign and security policy, and Taiwan security and geopolitical risk assessment. He received a Ph.D. in Politics from the University of Hull, the UK.
